[摘要]中国旅游业经过多年的发展，已经成为国民经济的重要组成部分。但旅游法律环境建设的相对落后导致了旅游业发展中市场秩序不规范、管理无章可循和法制观念滞后的现象比较突出。本文从中国旅游法律环境的组成结构入手，探讨其发展中存在的问题，提出建设性的意见，供业内和相关行业人士参考。

(Abstract)With years of development,the Chinese Touism Industry has become more and more important in national income.
