Abstract:The law is a regulation which makes people's behavior accord with an established direction to reach a set target,while the natural disasters are devastating consequences generated by people's unprepared conditions. To avoid the occurrence of such devastating consequences,or to minimize such devastating consequences,we need the legal regulation of non-preparatory acts. In this sense,the preventive function of the law can better make it carry out its performance on its own accord. To achieve such a preventive function,we should rely not only on the sanctions of violations,but more importantly on the rule that the law enforcers should effectively implement the provisions of the law.
